"We received a document that does not meet the requirements for a formal application for asylum. Even if it did, I will not give a positive recommendation," Minister Radoslaw Sikorski tweeted, Tuesday morning.

Earlier, WikiLeaks issued a statement on its web site saying that Snowdon, currently in a transit lounge at a Moscow airport, has applied for asylum in Poland as well as in Austria, Bolivia, China, Cuba, Finland, France, Germany, India, Italy, Ireland, Netherlands, Nicaragua, Norway, Russia, Spain, Switzerland and Venezuela.

The Norwegian foreign ministry confirmed the application on Tuesday.

In a statement released through WikiLeaks, the 30 year-old Snowden accuses the United States, where he is wanted on espionage charges, of deception in a campaign to prevent him from finding political asylum and of "leaving me a stateless person" by revoking his US passport, Reuters reports.

Snowden also claims that the United States was illegally persecuting him
for revealing its electronic surveillance programme, PRISM.

"I remain free and able to publish information that serves the public interest," Snowden says in the statement.

"While the public has cried out support of my shining a light on this secret system of injustice, the Government of the United States of America responded with an extrajudicial man-hunt costing me my family, my freedom to travel, and my right to live peacefully without fear of illegal aggression," Snowden writes.

President Barack Obama said on Monday that Moscow and Washington had held "high level discussions" about the whistleblower.

"We don't have an extradition treaty with Russia. On the other hand, Mr Snowden, we understand, has travelled there without a valid passport and legal papers," President Obama said.

Snowden has reportedly been in the transit area of Sheremetyevo Airport in Moscow since arriving there from Hong Kong on 23 June. (pg)
