U.S. Secretary of State John Kerry is also participating, fresh from meeting President of Russia Vladimir Putin on Tuesday.

Kerry said after this morning's talks thatthere was strong agreement among all of the NATO members that this is a critical moment for action by Russia and by the separatists to live up to the Minsk agreement.”

Kerry stressed that the second ceasefire accord signed in Minsk on 12 February 2015, had been broken on several occasions.

Meanwhile, Turkish Prime Minister Ahmet Davutoglu, who opened the meeting, has called for a comprehensive strategy against the Islamic State. (nh)
