While presenting the report, on World Refugee Day on June 20, the Secretary General of the Council of Europe, Thorbjoern Jagland, failed to mention human rights abuses in occupied Ukrainian territory. That angered Ukraine’s delegation to the Parliamentary Assembly of the Council Europe.

Ryszard Czarnecki, an MEP from Poland's ruling conservative Law and Justice party, said in an interview with Polish Radio that “it is a scandal, it is an extremely shameful situation that such an important official cynically misrepresents reality.”

“The Norwegian [Thorbjoern Jagland] might have oil, but honour he has not,” the Polish official said.

"Staying silent about the violations of human rights in Crimea and Donbas is a distortion of reality,” he added.

Czarnecki also commented on the European Union’s decision to extend economic sanctions against Russia, saying that it was a necessary step.

“Suspending or lifting sanctions against Russia could lead to a situation where the country presses ahead with its imperialistic plans,” Czarnecki said, referring to security concerns over the Baltic states.
