Berlin police said the German authorities are assuming the incident close to the Kaiser Wilhelm memorial church, near a popular shopping street, was a terror attack but are not ruling out it may have been an accident, according to Polish Radio.

The man suspected of driving the 40-tonne truck was detained and was being questioned.

Another man in the truck died. German police said the second man was Polish and was found with fatal gunshot wounds, according to Polish Radio.

Die Welt newspaper said the driver of the lorry was a Pakistani, Polish Radio reported.

The owner of the Polish transport company that owns the truck, Ariel Żurawski, told reporters that he had no contact with the Polish driver, his cousin, since noon on Friday.

“It wasn’t him.. who drove into the fair,” Żurawski added.

The Polish foreign ministry said it had no information about Polish citizens being among those killed or injured.

Reuters reported that the White House has condemned what is says "appears to have been a terrorist attack" in Berlin.
