Security issues affecting the European Union include cybercrime and hybrid threats.

The foreign ministers will also consider making it easier to transfer troops between EU countries.

NATO Secretary General Jens Stoltenberg said the quick movement of troops and military equipment was key to security.

Stoltenberg also called on the international community to put pressure on Pyongyang, including sanctions, after a recent ballistic missile test which North Korea said was its strongest ever. (vb)
