"We are not at war with Poland. We have a dispute with the Polish government," European Commission President Jean-Claude Juncker said in European Parliament on Wednesday.
He added that he was in "constructive dialogue" with the country, after he met with Poland's new Prime Minister Mateusz Morawiecki last week.
Juncker also urged that people stop suggesting Poland will be sanctioned "come what may," after the commission in December triggered Article 7 procedures against the country.
The unprecedented decision gave Poland three months to reverse controversial judicial reforms.
If Warsaw does not comply, the path to sanctions could be opened.
