Modlin airport gets thumbs down

The airport, 40 kilometres north of Warsaw, had had severe irregularities in building supervision, among other failings, according to the report published 18 June.

Time pressure meant that the investment had been poorly prepared, the report, which covered the period 2010-2014, read.

Modlin opened in July 2012, but closed in December of the same year due to cracks in the runway. Flights restarted in September 2013.

NIK adjudged that Modlin had not been in possesion of formalised procedures for undertaking the original investment process and had not taken fully into account possible risks at all stages of the building process. It also did not have enough staff to enable effective self-management and investment supervision, the report noted.

"NIK states that in the process of executing the investmemnt, a substitute investor inappropriately supervised the construction works: inspectors were not always present on site, for example,” a NIK statement reads.

Modlin has a maximum capacity of about 2-2.3 million passengers a year. The airport is used by low-cost carriers serving Warsaw. In late 2014 it was ranked ninth worst in Europe. (jh)
