The comments came after the West made threats on Thursday that the EU and US are ready to raise sanctions if Russia does not change its stance on Ukraine.

“As for the declarations by Western officials, including John Kerry and [European Council President] Donald Tusk, who have threatened new sanctions, I think this is easy to explain: They are trying to whip up hysteria and draw attention away from the need to implement the Minsk [II] agreements,” Lavrov told a news conference in Moscow.

On Wednesday, US Secretary of State Kerry told the country's lawmakers that “neither Russia nor the forces it is supporting have come close to complying with their commitments” of the ceasefire agreed in Minsk on 11 February. (rg)
