US, UK, troops go back into Iraq

The US and UK have declared they will send over 3,000 troops, mostly air force pilots and personnel to help the Iraqi army fight the Islamic State.

This is a meaningful contribution but will it suffice to clearly turn the scales in favor of the anti-jihad forces?
