A 62-year-old man was arrested on the spot, shortly after the incident occurred at 1.15 pm.

According to witnesses, the man entered the municipal welfare centre and doused several members of staff with a flammable liquid, and then set them alight.

Some employees managed to flee to the roof of an adjoining building.

The most severely burnt woman was taken out of the centre by firefighters, but she died in an ambulance shortly afterwards, while attempts were made to resuscitate her.

At present, it is unclear what the suspect's motives were.

However, it has been reported that he was a regular visitor to the centre. (nh)
