The CRI is made up of three components and assesses countries’ abilities to ‘manage change and cultivate opportunity.’

The Index measures how effectively a country’s government, private and public enterprises, and people and wider civil society respond to changes such as economic opportunities.

Poland came just below three other countries in its region, the Czech Republic, Hungary and Slovakia, which were ranked 28th, 29th and 30th respectively. Poland managed to come well above Bulgaria (47), Russia (63), Romania (79) and Ukraine (101).

In two of the three components making up the CRI overall score, ‘government capability’ and ‘people and civil society capability,’ Poland performed relatively well coming 23rd and 31st in the world respectively. In particular Poland did very well in terms of health and security.

However, in the third component of the CRI Poland performed badly, with the country’s ‘Enterprise capability’ score ranked 43rd in the world.

The ‘Enterprise Capability’ criterion depends on factors such as infrastructure, innovation and R&D, economic openness, economic diversification and technology infrastructure.

Henryk Siodmok, President of the Atlas Group, commented that “the report indicates among other things than there is a relatively unfriendly environment for businesses, which hinders entrepreneurs.

“This is an area in which it is worth implementing changes, drawing on the solutions which have proven themselves in neighbouring countries.” (sl/nh)
