“We know that in the current term this will not be possible,” Kaczyński said in his keynote speech, adding that it is crucial "to show to society that there is an alternative."

"We have begun work [on the new constitution] and we hope that a draft will be presented soon," the ruling party leader said.

Speaking about an ongoing dispute over the Constitutional Tribunal, Jarosław Kaczyński said that Polish President Andrzej Duda would be breaking the law if he agreed to swear in three constitutional judges elected by the previous parliament.

And overhaul of the country's laws affecting the Constitutional Tribunal has prompted anti-government protests and criticism from abroad. The European Commission has initiated a so-called rule-of-law procedure against Poland.

Jarosław Kaczyński also said that Poland "needs a new economic order and full realization of the Morawiecki plan," referring to a programme announced by Deputy Prime Minister and Development Minister Mateusz Morawiecki in February.

Speaking about the Brexit referendum result, Kaczyński said that Poland should do its utmost to save the European Union from collapse.

According to Kaczyński, the bloc must, however, be different than in the past - it must be a "union of nations" because only then "it will remain strong and give opportunities for all".

During the Law and Justice congress, held in Warsaw, Jarosław Kaczyński was re-elected as party president by an overwhelming majority.
