Why do so many international think-tanks rate Poland so poorly as far as economic freedom is concerned?

The Fraser Institute, Heritage Institute and others have ranked Poland well below the Czech Republic or Slovakia in terms of economic freedom. The heritage Institute, for instance, puts Poland around forty places below its neighbors in Central Europe.
But what criteria do these think-tanks use and do they reflect the reality of doing business in Poland? Maciej Krzak from the CASE research unit in Poland tells us his views.
